Planners’ concerns over size of proposed beer garden

City Council planners have expressed concerns over a proposal to create a beer garden behind a pub on Dominick Street, claiming it will be twice the size of the existing bar.

The Chief Fire Officer has also said the proposals would not meet fire regulations, as the means of escape would be onto the Mill Race.

Renmore Inn Ltd – which operates Carroll’s bar at 39 Dominick Street – has applied to the City Council for permission to use part of the space at the rear of numbers 41 and 43 as a beer garden.

According to the applicant, Darragh Mullin, the purpose of the beer garden is to provide space for patrons to gather. “This will eliminate the need to patrons to go outside onto the public footpath to smoke, etc.

The provision of an internal space within the confines of the adjoining buildings to accommodate smoking patrons of the public house will reduce the existing impact on the amenities of adjacent residential properties.

“The current practice of patrons smoking on the street outside cannot be controlled by the publican. There will be no live music in this area either, so as to protect the enjoyment of the adjacent and nearby properties,” the application reads.

It is proposed for the beer garden to be open from 11.30am to 11.30pm on Monday to Thursdays, 11.30am to 12.30am on Fridays, 11am to 12.30am on Saturdays and 11am to 11pm on Sundays, and no food will be served in the area.

However, the City Council has sought further information on the plans, particularly the scale of the beer garden.

“The submitted drawings do not make clear whether the outdoor seating for up to 60 patrons is covered or partially covered and the applicant is requested to clarify this and provide details of any outside heaters, bar or restaurant facilities which could enable the more intensive use of the outdoor area.

“The proposed beer garden is more than twice the area of the existing public house and this scale of usage could raise concerns in terms of noise and outdoor activity in what should be a subsidiary element,” planners said.

They also requested details of noise management to prevent nuisance for surrounding residents.
