Inspectors have raised the alarm about major non-compliance of regulations at a Galway residential centre for people with disabilities.
Following an inspection of the city-based Cheshire Foundation in Ireland centre near Merlin Park, the Health Information and Quality Authority (HIQA) identified a litany of breaches of regulations, which are aimed to safeguard vulnerable people.
Inspectors found the centre did not comply with 22 regulations on the latest inspection, including three outcomes which were judged as “major non-compliant”.
HIQA noted major breaches at Galway Cheshire House in relation to social care needs, medication management, and governance and management. It made a series of recommendations, following the publication of the inspection report, and the centre has vowed to change its ways.
This was the sixth inspection of the facility, and there were 10 residents present on the day of inspection in February, with the results published last week. HIQA inspected the centre to determine if any improvements had been made since the previous inspection.
Some 12 outcomes were inspected with one judged as substantially compliant with the regulations. Eight outcomes were judged as moderate non-compliant and three outcomes were judged as major non-compliant. This resulted in non-compliances with 22 regulations on this inspection.
In relation to medication management, HIQA said a review of medication errors at the centre “raised significant concern regarding the systems in place to ensure adequate oversight and response to errors and the system in place for ensuring staff follow procedures”.
In response to the inspectors’ report, the centre has upskilled staff, including further training in relation to medication, communication and conflict training among other aspects of care.
It has also changed its policies in order to comply with the regulations.
