City planners have sought extensive clarification on proposals to convert an office block in Bohermore to accommodation for up to 90 students.
Concerns have also been expressed about a roof terrace being in close proximity to neighbouring homes.
Kildare-based Tim Sheahan of IVS Student Development Bohermore Ltd – part of an international accommodation company – sought permission in February to develop ‘Swuite Bohermore’ in an unused office block at Sandyfort Business Centre behind the Topaz station at Cemetery Cross.
However, the City Council has now sought further information on a series of issues, including demanding a Traffic and Transport Assessment to gauge the impact the proposed development will have on the public road network.
Details have also been sought on the number of staff that will be working at any one time, their parking arrangements, and a management plan for the 57 basement parking spaces.
“It is considered that the applicant has failed to provide sufficient information in order to make a full assessment of the visual impact of the development, in terms of assimilation with the existing building and streetscape context,” planners said, requesting 3D visual images from all directions, and a specification of all materials to be used on the façade.
Irish Water has also asked for more information on water supply and storage, as the application does not contain sufficient information.
“The proposed third floor roof terrace is located beside a mechanical plant area, adjacent to two windows serving an ‘apartment’ unit and in relatively close proximity to a number of residential units in Grealishtown.
“The applicant is therefore asked to comment on the operation/management of this amenity area, with particular regard to the impact on the residential amenity of the occupants of this apartment unit and on the neighbouring dwellings located to the west.
“The applicant is asked to comment on the provision of storage facilities for the occupants of the apartment suites, to cater for larger items such as sports equipment. The applicant shall investigate the possibility of providing same,” the Council said.
Mr Sheahan has also been asked to provide a detailed landscaping plan for the site.
He now has up to six months to submit further information, or the application will be deemed withdrawn.
The plans include 77 professionally-managed student and self-catering holiday apartment suites (65 single suites, 8 twin suites and 4 two-bed suites), a reception and TV lounge, games area, roof terrace with seating and basement parking.
